A commumity of city dwellers

This charter defines the minimum acceptable standards for:

  • Dust-free roads and shoulders
  • Walkable, obstruction-free footpaths
  • Safe crossings and traffic calming
  • Proper stormwater drainage
  • Clean, maintained public road edges
  • Clean green areas where possible

These standards must apply uniformly across all of cities.

Citizens’ Charter for Clean, Safe & Walkable Roads

Minimum standards that EVERY CITIZEN has a right to expect 

1. All dust from work-in-progress roadside projects must be fully covered. Non-reusable dust must be removed immediately, or heavy penalties levied. 

2. Cleanliness of pavements and roadsides must not wait for tenders. Public spaces must remain clean at all times. 

3. Post-completion, roads and pavements must have regular upkeep, no encroachments, dustbins, and a signboard displaying the responsible officer’s contact number. 

4. Clear accountability must be defined for upkeep of roads, pedestrian paths, horticulture, and sanitation. 

5. Roadside dust and open areas must be cleared using mechanical sweepers. Muddy areas must be grassed or greened without delay. 

6. Beautification of crossings, central verges, and roadsides is a basic civic requirement, not an optional add-on. 

7. Unsafe and distasteful dividers must be removed and replaced with safe, visible, and decent alternatives. 

8. All roads must have proper signages and visible road names. 

9. Dust-covering material must provide adequate coverage. Reusable and sustainable materials are preferred. 

10. Citizen apps such as RaastaFix or Harpath must be officially endorsed and used for reporting, tracking, and time-bound action. 

11. Roads and pavements must be designed with integrated drainage and utilities to avoid repeated digging. 

12. Severely damaged footpaths must be removed if replacement is planned, rather than left broken and filthy. 

13. Levelling, drainage, greening, and service roads must be planned together, with expert input where required. 

14. Tree cutting for road expansion must be discouraged. If unavoidable, uprooted trees must be removed immediately and accountability fixed. 

15. A single Roads & Traffic Team must oversee road beauty, road safety, and road congestion together.
